Aliyev Appoints New Regional Leaders, Urges Integrity, Social Justice, And Citizen-Focused Governance

On November 12, Ilham Aliyev, the President of the Republic of Azerbaijan, received Jeyhun Jalilov following his appointment as the Plenipotentiary Representative of the President in the Nakhchivan Autonomous Republic, along with several newly appointed Heads of Executive Authorities in districts across the country.

Speaking at the meeting, President Ilham Aliyev emphasized that great confidence had been placed in the newly appointed officials and urged them to justify it through hard work, dedication, and adherence to state principles. He underscored that the main duty of every regional leader was to serve the people and remain close to them.

The President highlighted the importance of integrity in public service, noting that arrogance and misconduct among officials harm both their own reputation and that of the state. He warned against corruption and bribery, stressing that any public servant who engaged in illegal activity would be held accountable before the law. "No illegal actions will go unpunished," Aliyev emphasized, calling on the newly appointed officials to select trustworthy and honest team members and to fight against misconduct in their respective regions.

President Aliyev pointed out that Azerbaijan had achieved major progress in regional infrastructure development, including electricity supply, road construction, and water management projects. He noted that most infrastructure issues had been largely resolved, with 70–80 percent of rural roads repaired and modern facilities established across the country. He also referred to ongoing projects in drinking water, irrigation, and social infrastructure, such as schools, hospitals, and sports facilities, all implemented through state investment programs. He stressed that regional development should now focus on ensuring social justice and addressing the remaining issues that concern citizens. "In every region and village, people should see and know that justice always prevails," he said.

Aliyev mentioned that previous irregularities had been caused by unlawful instructions from certain central executive officials who are now facing justice as a result of state reforms. He assured the new regional heads that they would no longer receive such illegal directives, adding, "If anyone gives you illegal instructions, inform me immediately, and serious measures will be taken against those people".

Addressing employment as a priority issue, President Aliyev noted that despite a decline in unemployment nationwide, migration from rural areas to large cities continued due to limited regional opportunities. He urged local authorities to create new jobs and favorable conditions for business, highlighting that entrepreneurship and local production were key to both economic growth and employment. The government, he said, had been providing low-interest loans and implementing self-employment programs benefiting tens of thousands of citizens. Aliyev further emphasized the importance of developing agriculture and tourism as the main economic drivers in the regions, while also ensuring environmental protection.

He acknowledged that the environmental situation in the regions was generally stable and noted significant ecological improvements in Baku and Sumgayit. "We have turned the Black City into the White City," the President said, referring to the rehabilitation and transformation of polluted areas into modern urban spaces. He warned against illegal environmental practices such as unregulated extraction of construction materials and the alteration of river courses, calling for strict oversight by the Presidential Administration, the Cabinet of Ministers, and the Ministry of Ecology and Natural Resources. "All such illegal activities must be stopped," Aliyev stated.

Concluding his remarks, President Ilham Aliyev highlighted the transformation of Azerbaijan’s regions over recent years—new airports, modernized railways, upgraded highways, and expanded gasification and irrigation networks—as evidence of the state’s commitment to improving citizens’ lives. He urged the officials to remain close to the people, visit villages regularly, and act in the public interest. "Every time I appoint someone to a leadership position, my instructions are approximately the same," the President said. "Unfortunately, some officials have failed to live up to this trust and engaged in illegal enrichment. I am sure that you will live up to this high trust with hard work. A great responsibility rests on your shoulders. Some of you have already worked in senior positions and have experience, while others are assuming such roles for the first time. I am confident you will justify this trust and win the people’s respect. I wish you success".
