Armenia Expands Strategic And Economic Ties With Netherlands And EU Partners in The Hague Meetings
On September 17–19, Armenia’s Foreign Minister Ararat Mirzoyan visited the Netherlands to discuss strategic partnerships, EU cooperation, international law, and multilateral engagement with Dutch officials and global institutions, while presenting the Medal of Gratitude to Pieter Herman Omtzigt.
On September 17, Ararat Mirzoyan held a meeting with David Van Weel, the Minister of Foreign Affairs of the Netherlands. During their discussions, first held in a tete-a-tete format and followed by an enlarged meeting with their delegations, the ministers addressed joint initiatives to deepen the strategic partnership between Armenia and the Netherlands, including the implementation of the Joint Declaration signed in March. They exchanged views on expanding economic cooperation and business ties alongside active political dialogue. Minister Mirzoyan expressed appreciation for the Netherlands’ support in developing Armenia’s trade capacities, expanding access to the European market, and providing additional financial allocations within the World Bank’s Global Concessional Financing Facility. He emphasized Armenia’s commitment to cooperation with the Netherlands within the Armenia-EU partnership framework and discussed steps to strengthen Armenia’s resilience through the consistent application of existing EU mechanisms. The ministers also touched upon cooperation on multilateral platforms and exchanged views on international and regional developments. Mirzoyan expressed gratitude for the Netherlands’ stance on the agreements reached between Armenia and Azerbaijan on August 8 and provided details on those arrangements.
On the same day in The Hague, Minister Mirzoyan met with Tomoko Akane, President of the International Criminal Court, and Osvaldo Zavala Giler, the Court’s Registrar, to discuss Armenia’s cooperation with the ICC and its engagement in international efforts to uphold the rule of law. The discussions included ongoing work to align national legislation with the Rome Statute and opportunities for capacity building. Mirzoyan also made a note in the Court’s guestbook. Later on September 17, he met with Deborah Ruiz Verduzco, Executive Director of the Trust Fund for Victims of the ICC, to discuss cooperation between Armenia and the Fund. Mirzoyan expressed Armenia’s principled support for the Fund’s mission and readiness to contribute to its programs. Verduzco outlined the Fund’s activities, including support for victims through compensation, mental health services, physical rehabilitation, and material assistance.
On September 18, Mirzoyan held a meeting with Fernando Arias, Director-General of the Organisation for the Prohibition of Chemical Weapons (OPCW), to discuss Armenia’s engagement with the Organisation and international cooperation within the OPCW's mandate. The discussions included addressing emerging challenges in international relations and the application of artificial intelligence. On the same day, he visited the OPCW Centre for Chemistry and Technology, where he was briefed on the Centre’s main activities, laboratory capabilities, and expert research initiatives.
Also on September 18, Minister Mirzoyan met with Marcin Czepelak, Secretary-General of the Permanent Court of Arbitration, to discuss Armenia’s efforts to expand engagement on international legal platforms and its political will to accede to the Court’s founding conventions. They exchanged views on opportunities created by Armenia’s accession and prospects for cooperation in the peaceful settlement of international disputes and strengthening the rule of law.
On September 19, during his visit to The Hague, Minister Mirzoyan met with Pieter Herman Omtzigt, a former member of the House of Representatives of the Netherlands, to discuss issues related to the evolving strategic partnership between Armenia and the Netherlands and broader international and regional developments. Minister Mirzoyan presented Omtzigt with the Medal of Gratitude, awarded by the President of Armenia for his contributions to strengthening bilateral relations and defending universal values.
