Armenian Justice Minister Defends Government Response to Iran War and Outlines Constitutional Reforms

On March 2, during a conversation with journalists in parliament, Srbuhi Galyan, the Minister of Justice of Armenia, addressed questions regarding the ongoing war in neighboring Iran and Armenia’s official response. Referring to the Security Council, she stated, "I’m not a member of the Security Council and don’t know what was discussed there. I only know that a Security Council meeting was convened the day before the events in Iran, and then the following day, following which a statement was issued."

Responding to remarks that the war had been ongoing for two days without an official expression of condolences from Armenia, apart from a general Security Council statement, Galyan emphasized that the developments are painful for the government. "I’m sure that the current events are painful for our government, including me, primarily from the perspective of the people. But I can’t answer that question, as I’m neither responsible for the area in question nor, frankly, an expert in this area," she stated.

When asked whether Armenia’s relations with the US could limit the Armenian Prime Minister’s ability to act, Galyan stated that she lacked the necessary information to comment. "I cannot express a position on this matter, as I have no information in this area, so I will not make any statements. Iran remains a friendly country, and we continue our cooperation in a number of areas. For example, tomorrow, if I’m not mistaken, there is supposed to be a meeting with the Iranian ambassador," she noted.

In response to a comment that the ruling Civil Contract party was conducting an internal campaign while a war was unfolding near Armenia’s borders, creating an impression of indifference, Galyan rejected the criticism. She stated that the Security Council had clearly assessed that there is currently no security threat to Armenia. "What’s stopping us from doing this if the Security Council has clearly assessed that there is no security threat to our country at this point? I want to understand why we should deviate from the domestic political agenda? What should have been done to make the cabinet’s concern obvious? How should it have been expressed?" she asked.

Addressing criticism that the public had seen images of the Prime Minister eating corn and pies during the past two days, Galyan responded, "If you don’t like corn and pies, that’s your problem."

Touching upon constitutional reforms, Galyan stated that no decision has yet been made regarding the possible removal of the reference to the Declaration of Independence from the Armenian Constitution. She emphasized that the Cabinet has not determined whether it will formally raise the issue with the Constitutional Reform Council. "We haven’t yet set a clear agenda. In any case, this is an issue we’ve been discussing for a long time, including with journalists. But we’ve made many proposals that the council hasn’t accepted. Don’t look for intrigue where there isn’t any. We’re working openly," she stated.

The Minister added that a preliminary version of the new Constitution will be published in March. According to her, the preamble and the first chapter are still being drafted, while the second and third chapters have been merged into a single chapter, increasing what she described as the state’s positive obligation to protect citizens. She also noted that certain provisions related to constitutional amendments and the functions of the head of government have not yet been discussed by the Constitutional Reform Council. The draft text, she emphasized, will remain open to revisions based on further proposals.
