Armenian Official Addresses Displaced Residents, Peace Talks, and Political Developments
On July 14, Taron Chakhoyan, the Deputy Chief of Staff of the Prime Minister of Armenia, addressed a range of issues during a protest by residents from Nagorno-Karabakh outside the government building. Chakhoyan stated that the Armenian government has long been addressing the needs of Karabakh residents through various social programs and assured that relevant authorities were actively discussing recent concerns over reduced housing rent compensation.
Responding to a question about the return of Karabakh Armenians during negotiations with Azerbaijan, Chakhoyan questioned its feasibility, asking, "How realistic is this return?" and stressing the unresolved security risks. He also rejected Baku’s statements about returning Azerbaijani refugees with foreign security forces on Armenian territory as "unrealistic," adding that any such discussion must also include the return of Armenians displaced from Azerbaijan decades ago.
Addressing internal politics, Chakhoyan remarked that the authorities were uninterested in the new political force being formed by detained businessman Samvel Karapetyan, expressing concern over a Russian citizen attempting to interfere in Armenia’s domestic politics. He accused the opposition of exploiting the emotional state of Karabakh Armenians as political tools to overthrow the government.
Regarding high-level diplomacy, Chakhoyan commented on the recent five-hour meeting between Prime Minister Pashinyan and President Aliyev, stating they discussed issues related to the peace agreement. He asserted that the return of Armenian prisoners of war was thanks to the efforts of the Republic of Armenia and that discussions about the remaining captives were ongoing. Finally, he dismissed Azerbaijan’s demands for a corridor through Syunik and narratives about "Western Azerbaijan" as false claims, emphasizing that outsourcing road management does not entail relinquishing Armenian sovereignty, jurisdiction, or customs control.
