EU Review: Azerbaijan's Strategic Importance in Trade and Energy Grows

A 2024 European Union review of Azerbaijan’s business climate reveals rising investor confidence, with over 70% of European investors planning to expand their operations and another 22% intending to maintain their current levels. The share of investors who would choose Azerbaijan again rose from 80% in 2021 to 92% in 2024.

The review noted that despite geopolitical tensions, Azerbaijan’s stable macroeconomic environment, strong foreign trade position, and budget surplus have been beneficial. While the oil and gas sectors remain dominant, significant expansion plans are emerging in renewable energy, construction, and ICT. The government's decarbonization policies have fueled rapid growth in green energy, with a target to increase its share to 35.5% by 2030. The country is also advancing regional connectivity through initiatives like the Caspian–Black Sea Energy Corridor.

The construction sector saw major growth in 2022–2023, driven by state-funded reconstruction projects in Karabakh and East Zangezur. The transportation and logistics sectors have also gained strategic importance. The report highlighted Azerbaijan’s favorable business environment, citing its geographic location, political stability, and predictable economic policy as key advantages for investors.

The review also praised improvements in digital public services and a new investment law aimed at stimulating business. It emphasized Azerbaijan's central role in the Middle Corridor, a critical trade route between Europe and Asia, while underscoring the need for continued infrastructure upgrades and reduced bureaucracy.

Trade data from the first half of 2025 shows Azerbaijan’s trade turnover with EU countries exceeded $10.461 billion, a 22.6% increase from the previous year. Exports to the EU grew by 24.2% to nearly $9.039 billion. During this period, Azerbaijan's top EU trade partners were Italy, Germany, the Czech Republic, Greece, and Spain.
