On October 27, the parliament voted out a phrase in the Dagestani constitution that guaranteed the territorial integrity of the Russian federal republic. The modifications received 74 yes votes, two abstained, and two no votes.

The responsibility of the Head of Dagestan to uphold the geographical integrity of the federal republic is eliminated by the amendment, which was initially posted on the website of the Daghestani parliament on June 25. No announcement was made when the amendment was published, and neither a public hearing nor an explanation of the amendment's rationale was held. Many well-known people and members of the public expressed upset that there had been no public consultation before the Legislative Committee of the Parliament adopted the bill on June 30, and there were demonstrations against the decision. Journalists from the independent Daghestani channels, Chernovik and Novoe Delo, were not permitted entry. Additionally, the public was not invited to participate.

In the parliament on October 27, the public's concerns were downplayed. Parliamentary Chair Zaur Askenderov alleged that prominent personalities had been misleading people and that worries regarding the territorial integrity of Dagestan were groundless.

Deputy Chair Kamil Davdiev stated that there were no risks and that any modifications to the [federal] republic's borders could not be made without the consent of parliament.
