Turkey Sets Peace Agreement Between Armenia And Azerbaijan as Condition For Normalization
On November 19, Hakan Fidan, the Turkish Foreign Minister, stated that Ankara would normalize relations with Armenia only after Yerevan and Baku conclude a peace agreement. During his remarks to reporters, Fidan emphasized that Turkey was "ready to normalize relations with Armenia when Azerbaijan and Armenia sign a final peace agreement".
He recalled that Ankara had repeatedly outlined this policy and added that the willingness demonstrated on August 8 in Washington within the framework of the Armenia–Azerbaijan peace process, along with ongoing steps toward normalizing relations with Armenia, had strengthened hopes for long-awaited and lasting stability in the region. Fidan highlighted that Turkey maintained exceptional relations with Azerbaijan on both bilateral and multilateral platforms and operated in close coordination with its ally in efforts to advance peace and stability in the South Caucasus, including the restoration of Karabakh. He noted that Armenia’s "peaceful and constructive approach" toward both Turkey and Azerbaijan had enabled continued dialogue with Yerevan, which, in his words, had shown "an open and interested position" regarding normalization. "From the outset, Turkey had worked to foster peace in the South Caucasus and to help create a shared space of prosperity," Fidan stated, adding that Azerbaijan and Armenia should seize this "historic opportunity" and finalize a peace agreement as soon as possible.
