OSCE Begins Liquidation of Minsk Group and Related Institutions

On September 16, Toni Sandell, the Spokesperson and Deputy Head of the Task Force for the Finnish OSCE Chairpersonship, announced that the Organization for Security and Cooperation in Europe (OSCE) had begun the process of liquidating the Minsk Group and its related institutions.

Sandell stated that the OSCE Secretariat had already started implementing the decision of the OSCE Permanent Council from September 1, made in response to the appeal of Azerbaijan and Armenia. He explained that the steps involved concluding the Minsk process and its structures, including matters related to personnel, archival materials, and administration.

Only technical functions, such as the transfer of property and equipment, would continue until the finalization of the process, which must be completed by December 1, 2025. According to Sandell, the liquidation process affected several areas, including the staff of the Personal Representative of the OSCE Chairman-in-Office, the high-level planning group, and the management of documentation and archives.
