Russia Outlines Procedure for Suspending Armenia's CSTO Voting Rights

Russia's Permanent Representative to the Collective Security Treaty Organization (CSTO), Viktor Vasilyev, has stated that any decision to suspend Armenia's voting rights within the organization would require consensus among all member states.

Ahead of the CSTO Collective Security Council meeting scheduled for 11 November in Moscow, Vasilyev indicated that the issue could be discussed by the organization's leaders if necessary, noting that any decision would have to be adopted by consensus.

Referring to Article 25 of the CSTO Charter, Vasilyev noted that the provision regulates appointments to quota-based positions and allows for the suspension of voting rights in cases where a member state fails to meet its financial obligations to the organization for more than two years. He also pointed out that Armenia has not nominated officials to positions within the CSTO Secretariat for more than two years and has withdrawn its representatives from the organization's Joint Staff.

Armenia froze its participation in the CSTO in 2024 after Prime Minister Nikol Pashinyan argued that the alliance had failed to fulfil its security commitments to the country during border escalations in 2021 and 2022. Although Yerevan has suspended its participation in the organization's activities, it has not formally withdrawn from the CSTO.
