From Georgia to Ukraine: The Covert Operations of Hungarian Agent Zoltan Andre

On March 23, the Counterintelligence of the Security Service of Ukraine reported the identification of a Hungarian military intelligence officer who had coordinated an agent network uncovered by the SBU in Transcarpathia in the spring of 2025. At that time, two members of the group were detained while gathering information on the region’s military security, local socio-political attitudes, and possible public reactions to a hypothetical deployment of Hungarian troops.

Zoltan Andre, a staff member of Hungarian military intelligence, was identified as the coordinator of these activities. According to the investigation, he organized meetings in Hungary with one of his agents from Transcarpathia, who had been spying in western Ukraine before being detained by SBU counterintelligence. From 2016 to 2020, Andre had been stationed in Georgia, operating "under the cover" of a representative of the Hungarian diplomatic mission. After returning from the South Caucasus, he initiated intelligence and subversive operations against Ukraine in 2021.

In the same year, Andre recruited a former serviceman from the Beregov district, placing him in a "standby mode." In September 2024, he "activated" the agent and assigned him intelligence-gathering tasks in Transcarpathia. The investigation documented how the agent surveyed the locations of Ukraine’s Defense Forces, attempting in particular to identify the positions of air defense systems protecting the western region. Acting on Andre’s instructions, he also sought to identify potential recruits for Hungarian military intelligence, focusing primarily on current and former Ukrainian military personnel and law enforcement officers.

The case materials indicate that Andre also exploited Hungarian diplomatic institutions in Transcarpathia for recruitment purposes. Local residents submitting personal data for Hungarian citizenship were allegedly targeted. To secure cooperation, he offered financial incentives and various benefits from Hungary. Recruitment conversations and agent meetings were typically conducted in his personal vehicle, while he operated under an alias for secrecy.

Another individual recruited by Andre was a former contract serviceman from a combat brigade of the Armed Forces of Ukraine, who was later detained alongside another agent. Additionally, investigators identified an active Ukrainian serviceman whom Andre had attempted to recruit by offering regular supplies of narcotics for "personal needs" instead of monetary compensation.

The SBU counterintelligence stated that efforts are ongoing to identify all members of the Hungarian agent network operating against Ukraine. "Each of the perpetrators will be found and held accountable for crimes against our state," the agency emphasized. The Security Service of Ukraine also called on citizens to remain vigilant and to report any suspicious approaches, objects, individuals, or online recruitment activities linked to foreign intelligence services.
